Unfortunately no legislation, or proposed legislation at the State, Federal or International level comes near to ensuring that we cease using fossil fuels.

Markets work, but only if they are given the right prices. By not charging for carbon dioxide and methane pollution we are not giving the markets a chance to work.

The charge for pollution needs to be high enough to lead consumers to modify their behavior to use less (and eventually zero) fossil fuels. These necessary charges will lead to large prices increases for fossil fuels and throughout the economy.

If we “cap” fossil fuels and give the caps, free of charge to polluters, they will raise their prices (to “ration” reduced supplies to consumers), and make vast profits.

Alternatively, we can charge a (high) price to polluters for pollution permits, they will raise their prices (to pass on the cost of their pollution permits) to consumers.
“Sorry about that!”
If we charge for pollution permits, this will lead to a large income stream (say $500 billion a year), that should NOT be used to subsidize fossil free energy, or research, or to offset existing taxes.
“Sorry about that!”
Because the full $500 billion should be returned to consumers to off-set the higher prices being charged for fossil energy, and higher consumer prices generally.
